Abstract
This paper adopts the framework of the World Risk Index to develop a local or regional risk index for application to water, sanitation, and solid waste services. Particular attention is paid to the vulnerability of communities in island nations as they are disproportionately affected by the impacts of natural hazards like climate change, and are likely to face tighter budget constraints for coping and adaptation to such hazards.
