abstract = "A performance index for evaluating functionality of a road network during extreme events such as earthquakes is presented and combined within the general PEOPLES framework for measuring disaster resilience index for a community at various scales. A critical review of current research on network functionality is provided comparing different performance indices. The functionality of the transportation network is measured using a parameter called efficiency that is obtained by its network topological characteristics. The highways of the state of Minnesota have been used as case study to illustrate the methodology. It appears that the system is tolerant (resilient) to disruptions from natural hazards such as flooding and earthquakes if the disrupted nodes are less than 10\%.",
