Abstract
Key factors that shape development of education policy include actors located inside and outside of government, ideas and values, institutions, and information. Education policy materializes in part when policymakers are persuaded to accept a particular definition of a problem and respond with an authoritative decision such as a law, regulation, rule, or order. Education policy is also shaped by dynamics that occur during implementation. Contemporary education policy is developed in a context of global economic competition.
